Even up to now, most employees of the Time Balance Department don't seem to know who she really is, only ever referring to their Director by title alone. Her true reality is both as Croissant Cookie's future self and the Director of the TBD, or Time Balance Department. Before this, we have no idea who she is, and at first no idea why she's doing what she's doing. Timekeeper Cookie's identity is a twist reserved for late in the "Operation Timeguard" story. Her Legendary costume, Ruler of the Ephemeral Flow, reveals that the eyepatch might have been hiding a missing eye where only an orange-black swirl exists. Her right eye has a swirl in the middle with eyelash frosting shaped like a gear, while her left eye is covered by an eyepatch. Though many Cookies have unique eyes, Timekeeper Cookie has one of the most unique eye designs in the game. In addition, part of her ability is essentially glitching ahead in time, able to suddenly appear or disappear in front of onlookers. In cutscene artwork for "Timeguard" and "Save The Future", scenes with Timekeeper Cookie are often paired with chromatic aberration. It's hard to say why she even keeps the latter position when she only degrades the TBD for simply attempting to do its job, but her mastery over time itself is indisputable. Timekeeper Cookie is an amoral chronokinetic who acts above all consequences, and also acts the Director of the Time Balance Department, an organization that exists purely to repair rifts in time and fix time anomalies. This is also the reason why they share Combi pets. They're the same person in theory, but Timekeeper Cookie is the result of Croissant Cookie effectively losing her sanity by spending too much time in between timelines and overworking herself. Throughout the Timeguard story, Timekeeper Cookie keeps nudging Croissant Cookie to help her in becoming a chronokinetic. But unlike most others of her craft, Timekeeper Cookie sees no reason to be either pompous or mature with her unparalleled timeline-altering powers, instead using them for fun alone. During the "Save the Future" story, she would appear only to give hints to Croissant Cookie, and never physically help her with her tasks. As such, her sense of morality is drastically unmoored from those stuck in a singe timeline. She sees no issue with this when they can revert any changes they makes at will, especially when she's grown tired of the events of the canon. Timekeeper Cookie will drastically alter events in the timeline purely for her own amusement. Especially since Croissant Cookie managed to stop that future from happening. She declares that all other Cookies are weak and useless, but what does that say about her own powers, allowing so many timelines full of so many other characters get destroyed? (Present Timekeeper Cookie, although aware of this future, doesn't seem too concerned about that happening though. In "Save The Future", Future Timekeeper Cookie (as represented in her costume Ruler of the Ephemeral Flow) abandons the TBD after watching other branched timeline versions of herself get snipped away, and isolates herself inside of a time pocket. She uses this knowledge to intentionally mess with the game's timeline in "Operation Timeguard", solely to stave off boredom. Timekeeper Cookie knows everything that has happened, will happen, and is going to happen. More in-depth information on her in-game characteristics can be found here. She also intentionally shares two Combi pets, Cosmos Gear and Continuum Cog, with another Cookie, Croissant Cookie, which has never happened. She is one of few Cookies that are of Legendary rarity, which is the highest rarity in the game and reserved for the most powerful characters lore-wise. Timekeeper Cookie was released on November 12th, 2020 as part of the Operation Timeguard update, which commemorated the 4th anniversary of Cookie Run: OvenBreak.
